Your Library. Read. De-fined.

The Chattanooga Public Library wants everyone to Read Without Fines. Every day, we redefine what a public library means to our community, and now we’re taking that mission one step further: eliminating late fines! Below is more information about this new policy.
Why go fine free?

Research and data show that eliminating fines does not negatively impact the return of materials. In fact, many people are more likely to return items when fines are not an issue. A 2022 study by New Jersey’s Library Association demonstrated that libraries with fine-free policies benefit in a variety of ways, including:

  • Increases in library card registration
  • Increases in circulation
  • Increases in the number/percentage of materials returned
  • Increases in staff time used for patron-focused services after the responsibility of fines-handling was removed

Simply put, going fine-free benefits everyone in the community when all can access information at the library without fear of financial penalties.

Won’t the library suffer financially as a result?

The funds the library received from overdue fines was a small fraction of our budget, but the impact on individuals and families who could no longer use the library due to fines was a big deal to us. 

We also have the benefit of a generous community and the wonderful Chattanooga Public Library Foundation. Through donations and honor book sales, we do receive additional funding. If you would like to make a donation or get involved, please visit the Foundation’s website: www.chattplf.org

What does this mean for you?
  • You will no longer receive a daily late fine on overdue books, DVDs, CDs, and other items.
  • You are still responsible for returning your items, so you’ll still receive email and text reminders. We do want them back!
  • If you previously had overdue fines on your account from a past overdue item, those fines are now GONE!
  • If a fine-free item is not returned in 45 days, the item will be considered “lost”. A replacement cost for the item will be applied to your account. This cost will be waived if the item is returned within 365 days from the original due date.

Beyond Books Exception

Due to the limited availability of some non-book items, a $1/day overdue fine will still apply to the following Beyond Books collections:

  • Adventure Library
  • Family Passes
  • Library Telescopes
  • MindSpark Memory Kits
  • Mobile 4
  • Tool Library
  • Toy Library
Fine Forgiveness

From now until June 30, 2026, we are offering amnesty to anyone who has unreturned, overdue library materials. Bring back any overdue item, and your fines or lost item fees will be wiped from your account, regardless of how long ago the item was checked out. We just need the materials to be returned, and all fines/fees will be removed, no questions asked.
